Voter registration begins in November, says IEBC

The Independent Electoral and Boundaries Commission (IEBC) will commence Biometric Voter Registration in November 1 and continue for 30 days.

IEBC vice chairperson Lillian Mahiri-Zaja said they are targeting 18 million voters on one month.

She announced that BVR kits, which will be delivered next month, will help curb election malpractices, which dogged previous elections.

“The BVR machines will only be used to register voters but it should be made clear that there would not be electronic voting in the country,” Mahiri-Zaja said.

Speaking during a media workshop in Nairobi on Friday, she said that over 750 voters could be registered in a day per station using the BVR kits and IEBC expects to avail registers for inspection by voters at polling stations for 30 days in January next year.

Mid-term holiday
Parties are expected to present their symbols for approval before December 27 and also present their party lists to IEBC by January 4, next year, while the party primaries will be held on January 10 and the names of the flag bearers for the six elective positions should be submitted a week later.

She revealed that six ballot boxes for each elective position will be provided in all polling stations and they will have corresponding colours to avoid confusion. “We are working on a policy to have the IEBC officials at the polling station to assist illiterate voters cast their ballots to minimise cases of election fraud,” she said.

The vice chairperson noted that it takes an average of 10 minutes for a voter to pick the six leaders –president, MP, senator, governor, women representative and County Assembly representative.

IEBC is also in talks with the Ministry of Education to look into ways of sending school children for one-week mid-term holiday during the elections.

“Most of our polling stations are learning institutions across the country and we engaged in talks with the ministry to see how best we can use the facilities without disrupting learning,” she said.
