Barely a month after Chief Justice Dr Willy Mutunga claimed that he was stopped from boarding a plane by a junior immigration officer at the airport; another top civil servant has claimed that he was barred from seeing the Independent Electoral Boundaries Commission (IEBC) chairman Issack Hassan by a junior police constable.
Constitutional Implementation Commission (CIC) chairman Charles Nyachae, has claimed that he was taken aback when a police constable barred him from going to the VIP lounge at the Bomas of Kenya where IEBC chairman Isaack Hassan was.
Nyachae, who is in charge of the commission to implement the constitution, could not even consult with Hassan who is in charge of one of the events to kickstart the full implementation of the constitution.
Nyachae said the police constable told him he had “instructions from above” which said he should not allow anyone, not even him to enter the lounge during the vote tallying exercise!
