The Chairman of the Independent Electoral and
Boundaries Commission (IEBC), Wafula Chebukati,
has written to CEO Ezra Chiloba demanding
answers for the mistakes that occurred during the
August 8 elections.
In an internal memo, the chairman asked Chiloba to
respond to twelve issues about the presidential
election that was nullified by the Supreme Court.
As the head of the Commission, Chebukati sought to know:
1. Why some printed forms did not have security features that were defined in the contract
between the electoral body and Dubai-based firm Messer Al Ghurair.
2. Why Chiloba contradicted with the position adopted by the commission on a memo
referenced IEBC/CEO/1/1/09/2017 and why he failed to acknowledge the grave indictment of
IEBC by the Supreme Court.
3. The IEBC CEO was also tasked to explain the function of printing and scanning machines
that were to be supplied by Messer MFI during the election period.
4. Mr Chebukati asked Chiloba to elaborate on what caused massive failure in satellite
phones that cost the country Sh848 Million.
5. Why an account was created using the chairman’s name without his knowledge and
approval and had 9,934 transactions. Additionally, the IEBC Chairman asked Chiloba to take
action on two officers who were behind the account namely Paul Mugo and Boniface
Wamae.
6. Chebukati demanded to know why over 10,366 out of 40,883 polling stations sent text
results without the accompanying Forms 34A noting that these polling stations had
4,636,556 voters.
