Governor Evans Kidero Speaks Of Being 'Squeezed' in The Groin By Shebesh

The controversy around the alleged assault of Nairobi Women Representative Rachel Shebesh by Nairobi County Governor Evans Kidero took a new twist when Kidero claimed he suffered ‘mild tenderness in his left groin’ when she grabbed and kicked his lower abdomen.

A copy of the Kenya Police Medical Examination report shows the governor reported the matter to the Officer Commanding Station (OCS), Central Police Station on September 6 at 3pm.

The OCS recorded the case as OB 84/6/9/2013.

“He alleges to have been assaulted by a person known to him. Please furnish us with results,” reads part of the letter.

Dr Kidero also rushed to Mama Lucy Kibaki Hospital where he was examined and a P3 form filled.

The medical report signed by the medical officer at the hospital shows that Kidero suffered ‘mild tenderness on the left groin’ occasioning a soft tissue injury.

The development follows Shebesh’s claims that Kidero slapped her when she sought audience with him over the Nairobi County workers’ strike.

But Kidero says Shebesh stormed his office accompanied by goons and assaulted him, an act he found “embarrassing, disgusting and highly disrespectful”.

“On the said day, I was attending a Nigerian investment meeting with President Uhuru Kenyatta at the Intercontinental Hotel when I received information that Shebesh had stormed my office with an unruly crowd,” Kidero said.

“I used the main entrance to my office and before I sat down, Shebesh led a group of goons in storming into my office. She came straight for my groin as I stood up,” the governor explained.

He accused the women rep of having a history of assaulting other people.

“Shebesh is under investigation for assaulting her watchman who reported the case at Kileleshwa Police Station,” Kidero said.

Efforts to contact Shebesh to comment on the issue were unsuccessful as she did not pick up our calls or answer our text messages. She later promised to call back but by the time we went to press, she had not done so.

In a media interview soon after the incident, Shebesh called Kidero a coward and big liar, adding the governor had made Nairobi his personal property. She was flanked by her husband Frank Shebesh, who said it was unfortunate the governor had slapped his wife.

Meanwhile, a senior officer in the County Investigations Department who wished not to be named faulted Shebesh.

“We knew Shebesh was not willing to talk peacefully with the governor. She first held a meeting at Jeevanje Gardens where she was joined by some Jubilee Members of the County Assembly (MCAs) and some goons,” the officer said.

He added, “The team vowed to teach Kidero a lesson and began chanting his name on their way to the governor’s office.”

The officer said they are investigating the Inspectorate Department, which gave direct access to the team, for possible sanctions.

“We are just wondering how our officers let a howling team of 100 people access right from the public entrance to the governor’s office,” the officer said.

The issue has also taken a political dimension as MCAs allied to the Jubilee coalition have filed a notice of motion to impeach the governor.

Through Kahawa West Ward Representative Chege Ngaruiya who filed the notice, the representatives want Kidero impeached for gross misconduct.

“Concerned that on Friday September 6, the Governor of Nairobi City County was shown on TV assaulting the Hon Rachel Shebesh outside his office, thereby constituting a gross violation of Article 9 (b) and Chapter 6 of the Constitution, this assembly has resolved, pursuant to Standing Order 60 (1), the assembly has no confidence with the governor and resolves that he vacates office forthwith,” the motion reads.

But Jaffer Kassam of ODM who represents Parklands/Highridge ward dismissed the motion saying it will not see the light of day.

“The discussion of the motion is inconsequential. The mover rushed and did not follow our standing orders. The notice has to take seven days and once it is approved the speaker allocates seven days for discussion,” Mr Kassam, who chairs the Legal Affairs Committee, said.

He added, “The motion has to pass through the House Business Committee. We will kill it here because we are the majority but even if it finds itself on the floor of the House, we will still vote it out as we are the majority.”

Magerer Langat, the CEO of ODM secretariat said the party stands by the governor.

“We should let the governor perform his duties. Trying to play politics in every situation will only hurt service delivery to the people,” Mr Langat said.

Alleged misconduct

Odoyo Owidi, former Kasipul Kabondo MP also supported Kidero.

“Women in history have always been sent to finish great men. Kidero is a high security risk person, so if his security failed to defend him, he had to defend himself,” Mr Owidi said.

He added, “How did Shebesh get so close with many hooligans in tow? I did not see Kidero move forward to slap her, she had moved to within less than an arm’s length.”

But Runyenjes MP Cecily Mbarire called on Kidero to resign, saying he cannot remain in office after the misconduct.

“We are calling on him to resign following his action or risk criminal proceedings that shall be instituted against him,” said Ms Mbarire, who chairs the Kenya Women Parliamentary Association.
