The four are claimed to have met and planned to organise youths in Nairobi to disrupt the event either at Kasarani or in major estates, Inspector General of Police David Kimaiyo said on Sunday.
He said he had summoned Edward Cromwell Onyango Ketta, Fredrick Odhiambo Ongondo, Jeckonia Junga Onyango and a Mr Mazira who is the deputy director of Haki Shape, a CBO based in Kibera.
According to Kimaiyo in a statement read by acting police spokesman Masood Mwinyi, police had profiled 45 people but zeroed in on the four.
“We are not targeting a community or group. These are the people who have been mentioned in the said plans and are required to report to PCIO Nairobi for further investigations,” said Mwinyi.
He added the said plans were hatched in Junga’s residence in Kibera slums onFriday night but did not provide evidence and details of the same.
He said the meeting resolved that during the demonstrations, roads would be barricaded and bonfires lit to attract local and international attention.
Kimaiyo added the demonstrators will be armed with all manner of crude weapons and while on the rampage, burn property, loot businesses and attack their perceived enemies and opponents.
Kimaiyo said the four are recruiting youths in various parts of the city to cause disruption of activities in the said areas. The marked places include Kamkunji grounds, Undugu Social grouds in Langata District, Kawangware 46 and 56, Kangemi, Mathare Area 10, Kamkunji roundabout, City stadium, Outer Ring, Kangundo Road junction, City Cabanas, Korogocho, Kariobangi, Baba Dogo, Ngomongo and Dandora.
“These are areas which have been targeted for the initial demonstrations of which as a result will degenerate into riots,” said Kimaiyo.
The police boss said he had mobilised hundreds of police officers who will patrol in the said areas and other parts of the city to deal with the groups arguing none had requested for a permit to hold the protests.
“I wish to remind such elements that they should observe the rule of law at all times.”
Kimaiyo also revealed communication of mobile phones at the event may be strained or jammed at large and cited the expected crowd. He warned those planning to come with children to be cautious at large.
“They must take note of the fact that due to the high human traffic, telephonesignals may be strained and as such making calls may not be easy,” he said.
